This image is too close top and bottom. Is it possible to add to the bottom and make the perch look ok and repair the tail. This may be too much trouble but I would like to here your suggestions. Thanks.

By the way I use CS3.
I don 't know about the tail, but I would upgrade to CS5 or CS6 and use content aware fills to expand canvas. Unbelievably easy to use with excellent results and it also largely replaces the clone stamp tool, again easier to use with better results. Content aware fills alone are worth the upgrade fee. regards~bill

Given all the structure in the perch and the tail, and given that it is very much in focus, I think you will find it very difficult to add in realistically.
What I do when I screw up framing is try a few crops much tighter and see if I can make it look like I intended to do it.

For this image you need to use content-aware fill and then manual touch-ups using content-aware brush. This is one of the main advantages of CS5 over the older versions.
Here is a quick try it will get better if you spend more time and do it on the full size TIFF
