Please note that BPN guidelines are for images to be no larger than 800px on vertical
and 1024px on horizontal. File size is limited to 200kb......you are at 345kb and 1024px tall.

When I attempt to post an image that is too large I am unable to do so and get the "your image is too large" message.
Was the guy able to post a too-large image because he was using a server other than the BPN server?

Yes, there is the occasional image that is larger. The forum software does not reject images that are larger than stated in the guidelines if they are hosted somewhere else.
