Hi Ian,
This scene is about layers and movement and I think you are on to something here, I would try some experiments with going in tighter and also trying different shutter speeds, perhaps something that blur the waves slightly.

Will have to make a profound mental decision in the wind to change to TV mode with different shutter speeds.
Bit new for me as with SLR & BIF so used to going AV wide open !!!

nice dramatic wave action here Ian
the water splashes are heavily oversharpened, however, detracting from the image for me...it also looks like the bulk of FG water is a bit OOF so I would crop that out
here is a repost which I downsized to get the sharpening less pronounced, and I cropped and added some saturation

Really like your re-edit.
Hadn't realised that by oversharpening the main point of interest had lost emphasis.
Thought horizon could be lifted to nearer 2/3 of image height.
Have applied slight blur and Noiseware on Landscape setting.

I like the waves and the pastel sky, just a bit slower SS would look a bit better for me.

I like the less sharpened image and would crop the bottom a bit. The way the waves, spray and clouds compliment each other is excellent.
