Yes, I think it can be. The combination of color, blur, and silhouette here works well for me.

Jeff, I don't think good images need any justification. This one is definitely not just color alone, you also have geometry, motion, mood, and visual interest. I like this a lot, great feel and, yes, colors. On a technical note, there is a small band of green in the upper right shoreline area - I would paint that over to look like the other colors, as the green seems out of place in the lovely pink and blue color palette.
