Ofer, no it is not.
He/she was released under rehabilitation program and a free bird (BTW it is ring not chain, in case if you think he/she is chained).

Just to add a bit more, in Singapore we cannot keep Raptors as pets. Even at home we can only keep small dogs (due to space constraint and for welfare of animals).
If possible i would ban on keeping any sort of bird as pet, i like to see birds in wild :) (but ppl do keep singing birds as captive, which i hate a lot).

To my eyes it looks like you have processed the shadow and highlights a little too much. I would rather see more contrast between the off-white and chestnut parts of the bird.

great exquisite portrait, is the head white or grey? I am not sure but it seems like you used too much highlight recovery?
