ID help please?

This very small bird was at Oka Ponds (near San Jose in California) this morning - (january)

much smaller than the cedar waxwings I had intended to photograph - and very quick! looking in the field guide I was wondering about a bushtit, the eyes were brown, and the overall color was dusty tan/brown.

thank you for any help you can offer! (next time I'll keep the oof sideview of the head too....)
