This was taken in Rainham Marshes RSPB Reserve, UK. 50% crop of the original. Used Canon DPP to convert from RAW to JPEG. I've removed the mini mud mounts that were on either side of the bird.
Welcome again and thanks for the post. The first thing that comes to mind is light and composition. Regarding light was it over cast tell me briefly about the light, this is critical as you know we are actually shooting the light.
The color seems muted and the image would benefit from more feather detail. I do not see any exposure information but on my ipad and might not be seeing everything. Another factor to consider is the large crop, try and ensure the subject is at least 20% of the image unless it is a habitat shot and the subject is the entire frame.
I have a 7d and use to own a 100-400 so the kit is good and the 400 ISO is solid as well, update the exposure information and we can talk more.

Jeff,
Many thanks for offering to provide feedback on this.
This was taken at 1/200 at f5.6 at 400mm. It was a heavily overcast day. The shot was taken from a permanent hide so couldn't get any closer. Just bought a 600 F4 L IS hopefully that should enable me to get much closer to avoid the heavy cropping.a l
Repost has the following modifications:
Applied a little noise reduction, added a bit more contrast, colour saturation, increased sharpness and exposure by half stop.

Reason: Done a little more post-processing
The repost brightens up the image nicely. I like the flat light. The crop is too tight on the bird. I would give more room at the top and remove a bit from the left. Also, the bird is quite soft. Perhaps a looser crop and some added sharpening might help.
