According to Nikon's literature, vr stabilization provides the equivalent of shooting at a shutter speed 3 stops faster. Lenses with vrII up the advantage to 4 stops.

Depends. Do you frequently have times where camera shake is a problem for you and the subjects you are shooting?
Vr will not help with moving subjects or in good enough lighting.

Personally, while several of my lenses have VR/VRII, there are very few times where it is actually of significant benefit for me.

    I agree with you Steve.

Decent lighting conditions and shutter speed are always good to have. The VR/IS systems may be helpful in some limited circumstances, but they are not IMO things you want to rely on generally. And modest increases in VR/IS capability should not be a primary consideration in choosing a lens.
