The picture is from Norway. It is taken in the middle of September. Photo scanned from 35mm negative. Therefore, the poor quality. The Norwegian committee rare failed 13 years ago to decide the species.

To start the ball rolling, Pluvialis plover, possibly young, one of four species probable/possible in that location. Grey Plover (called Black-bellied in NA) and European Golden-Plover are probable, American Golden-Plover and Pacific Golden-Plover are possible. I think the bird is too golden to be a Grey/Black-bellied. Pacific has short wings projecting just beyond tail and a prominent ear spot. The ear spot it there, but it's hard to tell from the picture if the wing is short or long, compared to the American. The American is greyer than this bird so we are down to European or Pacific Golden. European would be an obvious choice for the location but the Norwegian Committee didn't jump on this one. I think the colouration, ear-spot, and stout bill point to Pacific Golden-Plover. Other than that, I'm completely out of my league and so will quit while ahead (I hope!).
