A big welcome to BPN. A great place to learn and grow as a bird/nature photographer.
An eagle is always an impressive bird to start with.
The diagonal tilt always helps with a sense of action. The wings are sharp, but the head is a little soft and could stand a bit more sharpening.
I feel the framing is too tight, he feels squeezed.
The sun angle was up to your left, and you would have had more even illumination if it had been more over your shoulder. You can't control how the bird flies, but just being aware of the sun angle at all times will often put you in a better position to capture the image.
Randy has covered the critique pretty well (and I agree with him), so I'll just chinme in to say that you've found the right place to learn and improve your bird photography skills. We all do!
To answer your question, as a forum participant you will not be able to upload your pictures but rather only be able to link them from a different site such as you've done here. To be able to upload to the BPN server you need to become a member.
