Saw this bird in Willis, TX (50 miles north of Houston) on November 26th (yesterday) at the edge of a pond on heavily wooded land - primarily pine with some scattered hard wood. Unfortunately, this is the only shot I got and it is heavily cropped. I know what an Eastern Phoebe sounds like and I don't remember hearing the sound at any time while I was out there, so that makes me doubt the ID. But I don't know what else it could be.
For other possible contenders, note the lack of wingbars or an eyering which knock out a number of other flycatcher species. The lack of a greenish back, rufous in the tail, and more yellow on the belly knock out all the myiarchus flycatchers (Great-crested, Ash-throated, etc.).
On behavioral note to look for with Eastern Phoebe in the field is that they often pump their tails.
Paul, Thanks so much for all the additional clues. I saw it so briefly and can't really remember if the tail was pumping, but I will add that to my mental list of things to note in the future.
