Sorry for the really poor quality, my in-laws took this and we are all stumped. taken in East-central Saskatchewan a week ago. Could it be a juv that didn't quite notice everyone else leaving for warmer climates?

    any help much appreciated

Appears to be a European Starling.

Yes, this appears to be an European Starling in non-breeding plumage (note the heavy white speckling on dark plumage). The dark bill may indicate a young bird (can someone confirm this?), as they are normally yellow on this species.

The bill is yellow in adult breeding plumage but dark in adult non-breeding (Winter) like this one. Juveniles will have an unmarked, grayish/brown head with a dark bill.
