This was a very blue scene to start with, just the touch of pink on the left indicated sunset. In Lr I used split toning during conversion and set both tones to blue at 10 saturation. I used Clean at Clouds setting to get rid of a little detail first. Then I used several Photoshop native filters on the image including ocean ripple and either paint daubs or dry brush plus 2 textures with various filters run on one of them so it is unrecognizable in it's original form ;).

Interesting effect, Judy. I like the clouds with the touch of pink. I only wish the water was slightly brighter to reflect the clouds.

Judy, You are always surprising me. I love your creative mind. The texture almost looks like rain is mixed in with it. Very different like an old linen look. I think Indranil brings up a good point. I'd be interested in seeing it w/ the water a bit lighter.

Thanks Indranil and Denise. I reworked it, hope you think it looks OK.

Hi Judy, the re-post is better IMO and I understand that the lightest part of the reflection is cropped out so I think this adjustment works well. I like the blue tones and textured effects you achieved. It almost seems like a second image is hiding behind the first one. Very interesting.
