Denise, I like this a lot -it almost has an embossed look to it. I love the soft colors:)

I might have added a thin darker line between the image and the frame, to offset the two, but ...
I also would suggest evicting the bird, on the right, that is sticking into the border. ;)
Compositionally, I really like this, the wave action is a very nice layer. I can imagine you (meaing you, Denise) can do a lot of cool things with this filter effect.
