    I was photographing plover in the salt marsh when this hawk payed a visit. Unfortunately a dog walker spooked it before it went for a bath and got into the open. I was thinking immature coopers hawk but the eye color is throwing me.

    Looks like a young Cooper's Hawk to me, too.

    I agree with Axel. The thin, dark brown streaks on the breast are diagnostic in comparison to the similar Sharp-shinned Hawk.
