I'm thinking post-fledgling because of the tuft of down? above the beak and somewhat bare face. Also, is this a female? I don't see any wingbars.

Julie- I would guess this is a fledgling. I think I can see some yellow fleshy bits in the corner of the mouth which would suggest a young bird.
