I have been considering using SyncToy as a method of backing up my image files. I understand that if new files are added to a folder it can update the back up. I also understand that any re naming can be handled well. What I am not sure of is if a file is modified without re naming will the back up reflect the modifications.
For instance, if I save an image and back it up only to modify the image later on the primary drive will SyncToy recognize that the image has been modified and update the back up file with the new info?

I believe it does. I haven't used sync toy myself, but I believe the concept is after the unix/linux rsync which will do what you want (and I do use rsync).

SyncToy definitely overwrites changed files. When set to the Echo mode, SyncToy will modify the back-up folder with any new files, renames, overwrites, or deletions in the source folder.
One tip to make backups run error free is that the program is designed to work with folders, not drives. So instead of trying to backup Drive G to Drive H, create a folder inside each of those drives (say "Images") which contains all of the drive's files, then backup Drive G Images to Drive H Images.
