Migrating CS4 Settings to CS5

I thought the way to do it was to copy all the files and folders from "Adobe Photoshop CS4 Settings" into "Adobe Photoshop CS5 Settings."

But my actions and shortcut keys aren't working in CS5.

Help, please?
