    Default Eye disease?

I only noticed the odd appearance of the skin below the eye when I looked at the photo. Turkey Vulture on Brier Island, Nova Scotia this weekend. Is this some sort of eye disease? Mites? Fungus?

    Thanks,

    Richard

Avian pox affects the feet of birds and looks like this. I wonder if this is similar?
