Default Request Bird ID (If Possible)

I was at a new wetlands the other day here in south Florida and witnessed dozens of birds flying erratically over a pond in the distance. They did not dive but skimmed the surface. They were very small, about the size, I believe, of a Least Tern. These photos are drastic crops (about 5% of the original) and are very much OOF. I was not able to get any closer but will try to go back and get a decent capture but was hoping to get an ID. Here are 3 images that may or may not aid in the ID process.
