Default Mute Swan immature, or Tundra?

I posted this yesterday on the ETL forum as a Mute Swan imm, but just wanted to make sure. When I first saw him from a distance on a central NJ lake two days ago my first thought was immature Tundra Swan, partly because of the pink bill and partly because the young Mute Swans should have turned all-white by this time of year (and also maybe a bit of wishful thinking). Comparing my images to Sibley and other resources, the black at the base of the bill and the white surrounding the eye look more like Mute, which is much more common here. Am I right? Also, could anyone explain the indentation around the neck? It almost looks as if he had been fitted with a collar, or gotten his neck stuck in a plastic 6-pack holder.

Looks like a Mute Swan to me. I read that there are Tundra Swans at Middle Creek.
