I think the lack of contrast between the water and gadwall keeps the image from having pop. Would also be nice to have the bird angled more towards the lens. Interesting light on the bird would be ideal as well. Good sharpness in the eye and a beautiful understated bird!
Given the sharp lovely bird, if it were possible to get lower, the background may have been more distinct from the bird. Turn of the head would've been nice too.

Nice find, the water color is a challenge here, you could try to increase contrast and saturation a few points. I wish the bird were angled toward you and I might put him lower in the frame.
