Modification included; Color & Contrast Adjustment, Dry Brush, Spray Strokes, Brightness & Contrast Adjustment, Frame and finally Glass - Diffusion. Image edge is effect of Glass filter.

Mark, The filters added a nice blur to the image-It might be nice to mask back in some of the details in the cener of the image-to give your eye a place to rest.

I also think a little more detail in the center would improve the image. Like your technique.
