I think the Educational Resource section should be locked so it is read only to all other than moderators.

Allowing people to reply will clutter the threads.

Yet another vote in favor of locking that forum.
I'd also suggest that a link the original post, with an anchor tag in the forum, so the person viewing the thread can also see what else was being posted at the time of the thread. That will make it easier to see what was happening at the time of the original post in context with the other posts.
