Please help with suggestions

I have spent literally five hours today trying to get an image at acceptable size using Photoshop Elements.
I get it to 800 x 800 and sRGB but it continually is rejected at being 594.7 KB and yet I have set the file size to 145 in the kb space of File>Save for Web.I am beyond totally frustrated.Several folks have kindly suggested how to do it and I have done as they said and continually get rejected as being 594KB.

Perhaps I am not meant to be on here.

I had some problems too when I first got started and then realized that I was setting but not saving a copy that size. Check your "save" procedure.

Ginny, you ignored my last post but I will try one more time to help.
Are you getting/using a window like this when you use "save for web"
and click the little optimize arrow.....then get the window to set a
pre-defined kb limit?
