Here is an unusual image of an Australian Pelican in Wellington Zoo which includes Topaz Detail in edit.
Original was taken @ 1600 ISO 1/4000 @ F 6.7, Minus 0.5 EV.
Workflow: 1. Cropped top off as original vertical.
2. Layer: Levels black eyedrop.
3. Layer: Lightness & contrast adjust.
4. Curves:Midtones.
5. Resized image.
6. Topaz Detail: Feature enhancement.
7. Topaz Denoise 3.

I looked at some of the highlights. While technically not saturated, the brightest areas have many of the same RGB values, e.g. 246,246,246, or change very little from pixel to pixel. Thus, there is little detail in the highlights. Do you have the raw file? If so, try reconverting with highlight recovery.
