I think it's an adult red-tailed.

I think you are right with a juvenile. National Geographic's guide shows the mottled breast, white shoulder 'patch', and white-tipped tail.

Correct, juvenile Red-tailed Hawk. Juvenile - yellow eyes, banded tail......Adult - dark eyes, red tail.
