Part of me likes the bird smallish in the frame as an environmental portrait, part of me wishes I had used more focal length for a more frame filling shot.

Paul I always miss more focal lenght and I shoot with a 500nn and TCs but, sometimes, I miss a short focal length to get more wide images and to enjoy composition. Being honest, the image does not works for me but it is not due to the focal lenght but, most probably to the light and lack of contrast.
I do like the composition a lot, the low angle, the bird pose, the eye contact and the idea of including th eenvironment and all those things are very important in a good image but you wer not very lucky with the light
If it is OK with your ethics, you can try to tone down the BG and to increase the saturation in the BG but keeping the bird with the present exposure. Just an option, of course. Keep them coming :)

Yeah it's been raining the past few days...light has been not so great
I was in Connecticut for 2 weeks where it rained every single day, came to South Carolina expecting sunshine...and I got more rain!
I really like the idea of making him small in the frame to show the environment. However, I'd probably choose to include less out of focus foreground and more ocean in the background, as that is the more interesting part. This is one place where a higher angle might actually get you a more interesting background instead of blank sky.
Yes the re-post is better, but the bird is a bit underexposed. It is better to expose to the right, and save the highlights while converting. That way, the bird will never be underexposed. I would also crop about half of the empty space at the bottom.
