This was a colourful part of town in Buenos Aires called "La Boca". Lots of vendors selling crafts, dogs everywhere.

Hi Richard I used Topaz Adjust and then ran it through their psychedlic and watercolour presets. Then adjusted the tabs til I go the effect I liked. You should get it, it is way fun:)
