Nice soft light. Good look-back head angle. Love the moss. That said, I would have loved to have seen this in profile as I am not too fond of over-the-shoulder views. The distant blurred white line thru the head is a minor distraction. Could you have gotten higher or lower?

The bird was actually at lower than eye level. I can't go higher without the help of a step ladder or stool because I was standing in the middle of the street (no traffic when I was shooting). If I go lower, then it means more sky and the white line would just be in another position in the photo, I think.
I have another frame with the kestrel looking straight at the camera, would that be better?
Thanks Desmond. This may have helped: if you need to get a bit higher fast--oops, never mind--I see that you were handholding. Thanks for the info and do post the similar here. (As a general rule, the best head angle when shooting up the bird's butt is 90 degrees, parallel to the imaging sensor but I would still love to see it.

Desmond, Obviously Arthur Morris would know more about HA than I would so that said-Nice capture and I like the composition. The lighting looks beautiful
i love that moss on the post too! really adds a nice element to an already good image. i would try to do something with the white line. would take it over the top for me!

No, because the other side of the bird where it was in the photo is fenced. On the other side of the street though is a a berry farm where the kestrel also hangs out. This is taken when in that farm on a different day:
