This image was created using a few basic steps in photoshop-
FIRST- start w/ an image that has a scattered pattern or small flower clumps-
put a radial ZOOM blur on it at about 100%
Then go under distort >twirl and twirl your image,whatever amount that is pleasing>crop>if you like you can add a blur vignette or color vignette-whatever you like ,add saturation add whatever comes to mind>blend 2 together-just give it a try!!

Here is the crappy image I started with-I kept it because of the colors and the small print would make a nice blur-So sometimes if you have a bad image save it to play with!
