The framing and sharpness are good. The feaher detail is very strange--it looks as if you used some sort of weird Photoshop filter on it. I am not at all sure why. The bush background is so packed with branches that it is fairly interesting. The BKGR, however, looks noisy.

I always look at the image before reading anyone elses comments, and my 1st thought was that there was so much noise here that it was giving a very strange look to the bird and the background. I know at ISO 400 that shouldn't be the case unless it was grossly underexposed, but that sure is what it looks like to me.
I am usually not to bothered by noise, having grown up with pushed Tri X, but this does get my attention.
I very much like the pose, but the background is just a bit too much for me.
