Image attachment?

I would like to post some images in the avian behavioral forum. Being a brand new member I checked out if there were size restrictions(found them) and how to attach them.
I noticed that there was no 'Manage attachment' spot for posting, as it states in FAQ. I'm familiar with the 'Image Insert' button, but see that I can only use an off-site album, which I don't have. Can I no longer upload from my computer?

Mary, only members can use the BPN server, forum contributors have to use their own web space and use the image insert button.
