I think this is an American Goldfinch female which is quite drab compared to males who are bright yellow and have a yellow beak. Also they are quite prevalent in your locality.
It's a great photo, if mine I would crop about 1/2" off both top & bottom & selectively sharpen eye & add a tiny glint. I like the way she is all fluffed up against the cold, postion on the bough, colours and sharpeness.
Are you using Thistle seed in your feeder? Only seed that attracts the Lesser Goldfinch in our area.

Thanks Uncle Gus, i ran out of Thistle seed about a week ago but these guys seem content on eating whats available. OK so i followed your suggestions and cropped a bit and i tried to give the eye a little glimmer but i don't know if i gave it enough.

Nice shot Glenn and the re-post is a great improvement. I think you've done a pretty good job with the glint. Whenever I try to add an artificial glint it never looks quite right. Good job.
Hi Glenn, They are so small .I think you did well w/ her. I like the puffed up bird must be cold-Finches didn't come to my feeders till recently, they love the thistle seed though it isn't actually thistle seed it's nyjer seed.

Nice one Glenn, I prefer the second one and had not heard of adding a glint nor using thistle/nyger seed. Good ideas. Nice perch. Looks like sunlight is coming from your right and not sure if you could have moved that way to get more direct light on bird? Very nice composition.

Hi Glenn Re post much better !!! Did well in capturing the little guy .... on further suggestion form the previous is looking for a bird all in light or shadow ... mixed light is tough to deal with. You did do well with the light and its a very appealing image !!
