Looks like a White-tailed Kite to me.

It is a black-shouldered Kite according to Petersen's Western Birds Guide. Also they are called White-Tailed Kites. I found it on page 171. I was in AV mode, hoping he would fly.....Rich

It is a White-tailed Kite currently! The name was Black-shouldered Kite but was changed the White-tailed. There is a Black-shouldered Kite in Africa currently which is a different species from ours so they changed ours back to White-tailed. :confused:
