If you don't mind using templates,you can use pbase or smugsmug, they are fairly inexpensive, do a Google search for them. Pbase starting fee is $25 a year I believe.
I use smugmug. It is very customizable and easy.
You might want to check out Lightroom 2. The web module can create the image gallery with HTLM or flash. Might be worth checking it out.

I use Dreamweaver and Flash for all my websites and animations.
I use Dreamweaver for site creation and management and then LR2 to generate galleries to install into the site. You then need a webserver to upload to. Template based galleries are simpler and cheaper but less customisable. I all depends on what you want.

Coppermine and Gallery2 are probably the two most popular scripts used. They're also free.

I use both Flickr and P'base.
Flickr is my general reasonable picture dump site for feedback on all sorts of pix.
P'base is for what I consider better quality images sorted into different categories.
Have nearly 3000 pix on Flickr and 600 plus on P'base.
I occassionally block people on Flickr if they have added a pix as a favourite but have no pix available to me.
Both are very reasonably priced and free to start with for limited images.

I use smugmug and like it a lot. The plus is the shopping cart that I find works well for selling photos.
