Enormous crop and quick and dirty PP.
I watched and shot this grebe eat this fish, it took maybe 5 minutes
of arranging and swallowing and contorting and it finally went down, although the bird
floated around looking kind of sick for a bit...
I have no idea why or how these tiny birds do this?
Here is my non-critique: this is a fabulous image -- sharp on the eye with a perfect EXP and a huge, huge fish with a nice BKGR. With a great head angle and the head well lit.

I have about 20 frames as good as this in different swallowing modes, except
I was a long way away.
This is 5% at most.. 565 kb file.
I didn't even have to resize for web the crop is so big!!!
Great action captured. Like the crop.I thought the IQ was a bit off but was not even going to mention it because the head is sharp-just grainy. And then I read your comment and see that this is a 95% crop!!
That would explain what I am seeing.
I also see a bit of posterization in the BG, which often occurs with these dark green BG's.
What is your camera body? I would never even dream of trying a crop of more than 50% with my 1 DX. Pretty impressive IQ for such a huge crop.
