That is a beautiful species indeed, and with some nice light hitting the face. Pointing your lens more to your right, and waiting for a slightly better HA would have been ideal but the main issue here is the IQ which seems to have taken a hit - especially the BG. Not sure what would have caused that, but even at that high ISO the 7D2 should look better (unless this is a BIG crop?)
Sweet little bird.Perfect perch size so plays well for the bird even if man made.
I have to agree with Daniel's comments.
I find the image quite contrasty- was the light very harsh?
I would do some NR on the BG and reduce the contrast a bit.

Some issues here though I stand to be corrected on some. The bird is a Great Tit (parus major) and not a Blue tit as described. I'm guessing this is a juvenile going through Autumn moult, or it is a female.
The bird looks as though it has recently bathed and that can create challenges.
Great tits are notoriously difficult to expose satisfactorily especially in harsh light and when the white cheek feathers are pulled in flat. Which is not the case here.
I might cut down the saturation and contrast which is too high in my view.
The background has had too much NR or blur applied and this has affected the IQ. Sometimes the IQ with blur and NR can appear worse than the noise it is intended to replace. I may stand alone here but grainy noise is not always a bad thing and certainly not as bad as many photographers train themselves to believe. The general public are more forgiving if the image is otherwise good enough. Although I too have imaged Great Tits against fairly dark backgrounds, it is best to be avoided if possible.
Overall I think the image can be improved by going back and starting again.

Thanks everybody for the comments. Yes I think too much contrast is the problem here. I used a lot of noise reduction on the BG as it was. Thanks for the ID Adrian, I knew it was a GT but for some reason I said BT.
