Gosh knows how many images like this I have round filed over the years as the lack of eye contact usually kills it but this one isn't bad because of the big prey item and the nice perch and BG.
I might try moving the bird higher up in the frame. TFS

The sun was pretty high in the sky, so the light was harsh.
I cropped the image and knocked the brightness down a little.
Head angle is important 100% of the time. However the head does not always (99% of the time anyway) need to be facing the camera.
If there is a good reason for the head to be facing away, so be it. Examples might be, photographer trying to convey some emotion, fight or flight response etc.
The RP by James works better for sure, and I agree that if the bird had been turned a little more toward the viewer this image would have been stronger. It's nice to see the bird with the prey.
