The image was captured near Tucson, Arizona in February of 2014. I think it is a Costa's.
Looks like a male Costa's to me. The slightly curved bill, lack of iridescence on the back of the head, the gorget color are all good for costa's IMO. The gorget does not extend down the body as far as most costa's that I have seen but that could be due to this being a young bird or a molt?
