I'll leave critiques of the image to others more expert than I, but actually, it's not a White-throated Sparrow, but a White-crowned (and the eastern- nominate-race with dark lores). I like the image anyway.
It is a white-crowned sparrow Jim. I like the exposure and the nice clear water. From a focus standpoint, it looks like the side of the bird is the area of sharpest focus. It could also be that there is motion blur in the head due to the fact that the bird was taking a bath. A little more shutter speed would have helped here. A higher ISO, larger aperture, or both would have enabled you to use a faster shutter speed and stop the action better. Thanks for posting!
