It's not bad when it comes to the technicals. I'd like more eye contact.

It does for me. I like the pose, the green BG, and the diagonal lines of the wings, head, and perch.

The background is too busy for me as I find it hard to visually separate the bird from the trees. I see in the EXIF data this was shot at f/11. Maybe a larger aperture would have helped with the background. The bird itself is in an interesting pose. I applied a reverse S curve to bring out more detail in the shadows, blurred the background (very rough mask on my part) and worked on the eye some. I lightened the eye and added a fake catchlight. I know I didn't do a great job with the background but this is just for illustrative purposes. Apparently someone saw one of these all the way up on Santa Barbara last year. I'm not sure if it was ever verified though. Must have been one lost bird.

I like the repost, it adds a lot to see that eye and a bit more detail in the blacks would be nice. Love the pose.

Like the pose, wish for a tad better eye contact - image appears a tad dark on my monitor. F11 was a tad too small an aperture - tried to get the feel of a larger one by slightly blurring the background - maybe halfway between the OP and Leroy's edit.
