Jay, this looks like a black bellied plover to me.
I like the clear splashing water frozen in this image.
Few things that would have improved this image imho
- more light. it looks a bit underexposed on my monitor
- better subject placement. Could you have moved to your left? This would also possibly have eliminated the rock in the fg that is blocking a possible view of the birds left foot?
- a lower shooting angle. As a viewer, it feels like I'm looking down at the bird.
Sharpness is pretty good. Thanks for sharing.

Nice sharpness Jay, this almost looks like a BW! I wish for a lower angle and maybe a better HA. BTW, this is a Black-bellied Plover.

some good pointers already given so I won't harp on. It looks sharp where it needs to be. :)
