Would this be a better image with the birds cropped out?
Artie, I think both works but I prefer the one with the birds. I like the complementary color play here - that of the birds with cooler blue bg. The blur is just enough to make it so much more interesting.
Hi Arthur, I think you could leave them in, but you could always save a version without them too. If I was going to leave them in, I think I would crop out the top portion as in my re-do of your image. I think it is a very pleasing photo.

All is well with the exception of the bird on the top farthest right. My eye goes there right away and it seems to be too much of a blur around the bird, somewhat like a square of brown. So maybe crop that bird out. All the other birds are lovely. I like that some are clearly birds and some are merely suggestions of birds. It's very fluid looking.
Artie, I'm with Nancy on this one. That one bird does catch my eye. I do love the color tones and the blur. The birds are sweet and I couldn't imagine the scene w/o them. Andrews image appears to have a tiny bit more punch and I like that. I really liked that wave on the right just above Andrews crop.
Artie, I like the birds in the scene. To me they seem like little drops of sunshine. I like the bigger waves at the top and agree about the one really blurry birdy. I do love the two dominant pastel colors. Very pretty.

I used a series of Quick Masks and added a Layer Mask when needed :)
