I took this silhouette this morning following advice from Arthur Morris. He calls these "Blasting Highlight Silhouette" It took a few minutes to see his vision but when I did it was fantastic looking. So I thought I would share.
He advised the following: set the lowest ISO; set the aperture between f/16 and f/22; turn off AF and focus manually; an exposure between -1 and -2 stops should look pretty good but there will by necessity be lots of blinkies as the bright spots and starbursts are specular highlights.

Personally, I would use a little more contrast, as the blacks in the water are a little light on my screen. But ... Your image ... your vision. ;)

I also think the blacks could go a little blacker but I love this as presented as well - it leaves just a hint of detail on the bird this way.
