By south Jersey shoreline, do you mean along the Delaware Bay? If so, I can't help.... but if you include the Forsythe NWR in Oceanville, NJ, I've had plenty of Bald Eagle opportunities. See www.flickr.com/photos/mawrter/ for some of the shots.
Also Carnegie Lake has a pair which are fairly easy to see perched in a tree, or flying over the lake.

Well, Ocean City isn't far south of Forsythe NWR, which is at Oceanville, off Route 9.
Carnegie Lake is just off Route 1 in Princeton.
