It is Tampa Bay!
This was a morning with no waves, just little "rollers".
The sky was awesome, very bright areas with golden clouds all around.
This image is all camera-no PS adjustments other than a USM pass.
The sky is being reflected off the gently rolling water. I stopped down to F32 for maximum depth of field and focused in the middle of the frame.
The color is a result of changing (in camera) the white balance to a value of about 2600k or incandescent.
Thanks for looking. I hate to post and run, however Al has got me under the gun to get the IOTY nominations sorted out (it's exciting).

Nicely done Mr. Shadle,
I like the fluid motion and the bold hues of blue...it has a creamy feel to it...

I got some images like this this past autumn...isn't it amazing when you look down and see the water doing this back at you? I can't tell you how many times people walk up to me on the edge of a shoreline and ask, "What the heck are you taking a picture of?" Once I show them what it is I'm looking at they stand there in amazement!
Water is so cool to photograph. This image is a great example of that! My only suggestion would be to take a sliver off the top and remove the white at the edge of the top frame.
