Hi Jon, this to me is a real cracker and I like the fact you have layers in there, which gives it depth sea, bird, hills, however..... Tonally it's as flat as a pancake and for me would be close to what I expect from a raw and the real starting point.
My gut feeling is that you have stripped away any contrast, yes Lr & ACR over cook it if you let it, but it can also be your friend, when tethered and controlled. Just with some simple tweaks to put a few things back in to give it some oomph will really bring this alive and that sea will really look cold and choppy. It looks very similar to Norway just before it rains or drizzles, so know exactly the conditions.

I think it's now moving/getting to where it needs to be, how much more (if any?) is personal choice, just ensure any adjustments don't look sooty/grubby or carry too much ie magenta... for example. :w3
An adjustment isn't just one element, it may consist of several, especial in Lr/ACR adjustments, most folk simply go to Contrast, Levels, Clarity.... and it's not the first port of call, plus they are all forms of Contrast Sharpening.

Nice gliding pose Jon, typical of the species. I agree the OP is a little flat, looks like a slightly misty day shot. To me the RP is a little to heavy on the darks, you've lost a lot of the lower side detail. Worth keeping going at it though

Yes Jon....the RP works better for me as well.....Lovely detail on the bird, but for me the BG makes this image.....
