Should be no problem to get scanned image or any jpeg down to 200k limit, 800 pixels max on longest side. Resample image in your editor of choice to 96 dpi (you did 72) and 800 pixels on longest edge. Save as a jpeg and adjust jpeg compression so that the file is within 200k in size. I find that I can normally produce a Maximum (10) quality jpeg image with these limits and settings. You can also Save for Web and Devices in Photoshop and optimise size for target.
