I think I found this but for confermation.The top of it's head threw me at first but I can find nothing else that comes close. It is winter here in So Cal and I have not seen one before today. nikon d300 500mm 800 iso 7.1

Some forms of Song Sparrow look very similar (SW for example) but the beak color and arrow shaped markings on the
breast say you are right. I don't say this from experience though, never seen any of the western Fox Sparrow sub-species.
From what I see in the guides, if I were to guess I'd say this one comes from the Rockies in Canada.

Looks like a Fox Sparrow to me.
